The high-security isolation shelter named after Krylenko was situated at 2 Bolshaya Pochtovaya Street starting in 1922. The maximum detention period was 3-5 months, but many young offenders stayed there for less than a week, running away with state-produced undergarments, among other things. Thus, at a meeting of the Commission on Juvenile Affairs, it was noted that during the summer of 1924, 270 children out of 286 escaped from the shelter.
