MONO, an abbreviation for the Moscow Department of National Education, was one of 19 departments of the Mossovet (Moscow Soviet of People’s Deputies). It was established in 1918. Initially, the Moscow Department of National Education was divided into three subsections: schools, art education, and political education. Among others, there was also a MONO department in charge of city schools.

In the 1920s, this department was responsible for homeless children. A special station for children's welfare was opened within MONO. MONO was also responsible for the majority of orphanages and delivering children’s shelters in Moscow at that time.
