According to reports from the first half of 1920, the Basmannyi Arrest House seems to have been a decent facility. It was located in a two-story building with high fences next to the police and fire stations.

There were no workshops, baths, or laundry facilities in the Basmannyi Arrest House. However, the administration planned to organize a workshop in which prisoners could manufacture mops.

The cultural and political life of the Basmannyi Arrest House was considered to be an exemplary model for other arrest houses as well. Weekly lessons were organized for prisoners, and concerts and meetings were occasionally held at a local club.

During its existence, the Basmannyi Arrest House was only slightly crowded. In 1923, as part of the reorganization of the NKVD prisons, the Basmannyi Arrest House was transformed into a remand prison for women.
